What is SB 869?
Senate Bill 869 (SB 869) is all about making sure that people working as managers or assistant managers in mobilehome parks or recreational vehicle parks receive proper training. The Department of Housing and Community Development will have to create rules for this training by May 1, 2025. In the first year, the training will be around 6 to 8 hours long, and there will be an online exam at the end of the year. Then, every 2 years after that, there will be a shorter training of about 2 to 4 hours, focusing on the park’s rules and regulations.
The department can allow third-party providers to offer the training, but they have to review the curriculum and materials every 2 years to make sure they meet the requirements. The department will also create regulations for qualifying and disqualifying these third-party providers.
The training will be offered online, but other formats may be allowed too. The department will work with the Department of Consumer Affairs, residents, and management to develop the training. Once someone completes the training and passes the exam, they will get a certificate that will need to be renewed every 2 years.
